Main functions of the agency of the Guangdong Province Construction Department

Office

Organize & coordinate the government affairs, and take charge in conference organization, message handling, secretarial services, files management, confidentiality, letters and visits, finance, National People’s Congress motions, Chinese People's Political Consultative Conference proposals, as well as logistics of the department; organize and compose the overall reform and developing plan for the construction industry; instruct the finance & accounting and audit of the directly-subordinated units; take charge in economic & technological exchanges and cooperation with the outside world; direct the statistics and information work of construction industry; responsible for the department and supervise the state-owned asset of the directly affiliated public institution.

Personnel

Take charge in the personnel, labor & capital, and formation of the department, as well as instruct the above named work of the directly affiliated public institution; responsible for the business expenses’ reimbursement, award professional titles, etc. Supervise the ombudsman office sent by GPCD, work as Government Office with discipline inspection office sent by DIC, CCP Committee Office of GPCD. Take charge in GPCD’s monitoring, discipline inspection, Party’s work style and clean administration establishment, and Party-masses relationship work, etc, as well as instruct the above named work of the directly affiliated public institution and construction system.

Policy & Regulation Division

Draft the comprehensive conference reports, summaries; organize the study of important comprehensive policy issues; draw up construction legislation programming and planning; organize construction regulation and rule’s drafting, submitting and approval; responsible for the interpretation, annul, corpus work of construction regulations; take charge in construction administrative enforcement supervision, construction administrative reconsideration and lawsuit; guide the regulation establishment and publicity work of the construction system.

Infrastructure Division

Regulate the basic construction procedures, supervise and guide the projects according to the basic construction procedures; take charge in the supervision and management of the provincial key construction projects (excluding examination and approval); participate in the drafting of the annual plan of provincial key construction projects; organize the completion assessment of provincial priorities and medium-sized construction projects with relevant departments.

Housing & Real Estate Division

Draw up the policy of hosing construction and real estate management; guide and regulate the real estate market; direct the non-gratuitous license transformation of urban land and real estate development; propose the development planning and technology development strategies, property policies and regulations of housing construction and real estate industry; guide the implementation of hosing construction and housing supply policy; guide the registration & certification work of real estate industry; draw up the regulations and rules of housing construction, housing relocation, real estate development, real estate market, property management and supervise the implementation; responsible for the relevant real estate assessment; supervise the qualification standards implementation of the real estate development companies, property management companies, real estate agencies; execute the professional standards to the real estate appraisers, property management division and other professional technical personnel.

Housing security and provident fund supervision and management Division (Provincial housing system reform office)

Enforce and organize the implementation of the national and provincial guidelines, policies and measures on advancing urban housing system reform; guide the urban housing system reform; draw up and supervise the implementation of housing security’s planning, policy and regulation; guide the construction of the affordable housing system and the low-rent housing system; draw up the decision-making of housing accumulation fund and the regulation of management department; draw up the system for housing accumulation fund’s allocation, management, use and supervision, so as to build a healthy monitoring network for housing accumulation fund, establish and manage the housing accumulation fund information system, take charge in the management of housing accumulation fund and housing guarantee funds, as well as supervise the using situation; build and manage the supervision and offence reporting system of housing accumulation fund, accept and hear complaints and reports, investigate the big disciplinary offence case of housing accumulation fund management.

Town and Country Planning Division

Research and draw up the urban and rural development strategies and the guidelines, policies, and regulation of the urban and rural planning; guide the urban and rural system planning, urban planning and county & town planning, as well as the workout, implementation and management of the county and town planning built in urban and county centre planning; take charge in the enforcement of “Coordinated developing planning of urban and county group in Peal river delta”; responsible for the examination, report and approval of urban overall planning, the planning of county and above urban system (regional planning); participate in the examination of county and the above’s overall planning of its land utilization; guide the urban reconnaissance and the measure work of public works; supervise and enforce the qualification standards of planning units; take charge in the management of urban construction files.

Urban Construction Division

Take charge in the urban construction and management; draw up the develop strategies, developing planning and annual plans of urban construction and municipal public utility; guide the urban water supply, water-saving, gas, public passenger transport, urban cityscape, garden, sanitation and the greening work of urban planning area; guide the development, utilization and conservation of the underground water in the urban planning area; guide the comprehensive renovation of the urban environment and the monitoring work of urban construction; guide the management of the scenic area planning and construction.

Village and Town Construction Division

Research and work out the guidelines, policies and regulations of village and town planning; guide the workout, implementation, and management of town planning, township planning and village planning; guide the village and town construction and rural housing construction; participate in the examination of under county level’s overall planning of its land utilization; guide the comprehensive renovation of the village and town environment.

Construction Management

Work out the development planning, regulation and rules, technical policies of construction industry; supervise the implementation of qualification standards in construction execution enterprises, construction installation enterprises, construction production enterprises, and construction supervising and managing units; guide the formulation of the construction project quota; guide and regulate the construction market, work out and supervise the implementation of regulations for regulating construction marketing and projects’ public bidding, construction supervision and management, contract management and risk management; responsible for the projects commissioned by the central government, the provincial projects’ bidding, and the management and supervision of contractors; organize and cooperate the construction enterprises to take part in international project’s contracting, construction labor cooperation.

Safety Management Division

Work out and supervise the implementation of safety management planning, technical policies, and regulation of the constructing projects; regulate the project construction execution enterprises’ safe product behaviors and guide the preparation for emergency relief; organize or participate the investigation and processing of major incident; analysis and report the safety situation of project construction regularly; responsible for the award and supervision of product safety license; take charge in the supervision, examination, and administrative law enforcement of the project constructing and safe product; responsible for the safety assessment and certification work of safety supervising agency, professional safety supervisor, principal of execution enterprises, principal of project, professional safety manager.

Survey and Design Division

Draw up and supervise the implementation of the regulation and rules for engineering survey and design consulting market; put forward the reform program, industrial policy, rules and regulations and technical policies of engineering survey and design consulting industry; supervise the implementation of qualification standards in survey and design consulting units; examine the initial design of big and medium-sized projects; work out the anti-shock criterion of various urban & town housing and construction, as well as ancillary facilities, and urban public facilities construction project; guide the development and utilization of urban underground space.

Technology & Education Division

Organize and map out the technological development strategy and planning of construction industry; work out and organize the implementation of industrial major technological developing project plan; organize the research and development of major science and technology projects; guide the further education and professional training of industrial cadres and workers; cooperate the concerned departments to organize the industrial title reform and professional & technical titles’ assessment; draw up the local construction technical standards, norms, and procedures.
